Department of Employment

A NOTE ON THE ACTIVITIES OF EMPLOYMENT DEPARTMENT IN RAJASTHAN

The Department of Employment was established in 1956 at the Central Govt. level under the ILO Convention 88. Later on, the employment services were transferred to the respective State Governments and since than, the Department of Employment has been catering to the needs of the job seekers through various activities and schemes.

The Department in Karnataka is performing its functions through its 50 Employment Exchanges spread overall districts of Karnataka which includes District Employment Exchanges at all the 32 district headquarters. Besides, four Special Employment Exchanges for the Physically Handicapped, Four Sub-Employment Exchange in tribal areas, Special Employment Exchanges for Women and Professional and Executive are also functioning.

The main activities of the Department are as follows:

  1. Registration of job seekers.
  2. Submission of candidates against the vacancies notified by the various employers.
  3. Imparting Vocational Guidance to the job seekers.
  4. Collection, compilation and dissemination of Employment Market Information.
  5. Conducting research and surveys in the field of employment market and job creation.
  6. Self-Employment and job development programme.

Apart from the regular activities carried out by the Department, the Department has envisaged a wide spectrum view at the macro and micro levels for the benefit of the job seekers and in this attempt, various new and ambitious activities have been started by the department during the years which are as follows:

Rozgar Melas:

Over the years the department felt the need to reach the rural masses and assist them in getting exposure to suitable job opportunities and also receive the benefit of other services offered by the Department. As a result, an ambitious project of organizing Rozgar Melas in the rural areas was started and, looking to the success and popularity, it has now become a regular feature of the Department. Registration of Private Placement Agencies:

Under the Directives of the Govt. of India, the department has started registration of Private Placement Agencies (PPA) operative in the State on a voluntary basis. The main objective behind this is to have a close interaction and coordination with these PPAs so that more and more job seekers could be assisted in getting a suitable job opportunity. About 357 PPAs have already been registered uptill August, 2008 and looking to the utility and success, more and more PPAs are coming forward to join hands with this department.

Rozgar Paramarsh Kendras at Divisional Employment Exchanges:

The department has established Rozgar Paramarsh Kendras at all the 6 Divisional Employment Exchanges at Jaipur, Jodhpur, Ajmer, Kota, Udaipur, Bikaner. The main objective is to impart all possible employment, vocational, technical training guidance and other relevant information to the jobseekers.

Computerization of Employment Exchanges:

An ambitious plan of computerizing all the activities of the department has been taken up by the department. In this programme all the Employment Exchanges shall be computerized and a common software programme will be used. A sum of Rs.76.06 lacs has been sanctioned for the web based Employment Portal project. The process of computerization has already started and necessary hardware has been received by the Department. Necessary Software is being prepared by NIC, Jaipur centre and is expected to be completed towards the end of 2010

Rozgar Sandesh:-

With a view to facilitate employment information to the general masses especially in the rural areas, Karnataka was the first State to publish a fortnightly employment information newspaper. This newspaper was started in Karnataka in the year 1978 and since then, the department has been disseminating the employment information regarding job opportunities, relevant material for taking up the competitive examinations, facing interviews and articles on dealing with the recruitment process in different services. At present the total circulation of this newspaper is approximately 1.80 lacs. Efforts have being made to upgrade the quality and quantity of the material so published in order to make it more user friendly and thereby enhance the circulation of the newspaper.

Employment Market Information (EMI)Programme:-

The EMI Programme is run in the state as per the guidelines and instructions from the Govt. of India level. Under this programme, information regarding employment status and opportunities in the public sector as well as the private sector is collected and disseminated at various levels. The programme is governed by an Act of Parliament known as the Employment Exchanges (Compulsory Notification of Vacancies) Act,1959 and is effective with effect from September 2, 1959. Under this Act, all public sector employers and private sector employers having 25 or more employees on their rolls are under purview. Two types of information on quarterly basis and biennial basis is collected from the employers. This information is used for employment policy making and also as a feed back to the planning commission.

Association with Karnataka Mission of Livelihood (RMoL) :-

The Govt of Karnataka has set up the Karnataka Mission of Livelihood with a view to generate maximum number of job opportunities in the state so as to combat the unemployment situation. The department has recently held a series of meetings with the mission and it has been mutually agreed that the mission would be cooperating and financially assisting the various programmes and activities of the department for imparting guidance and organizing short term skill upgradation trainings.

The department has recently joined hands with Karnataka Mission of livelihood (RMoL) for organizing Rozgar Melas in all the 32 districts during the year 2006-07 for which the mission contributed Rs. one lac for each Rozgar Mela for each district in which more than 46000 candidates were benefited.

RAJKAUSHAL

In order to facilitate employment opportunities and skill development of unemployed youth, Karnataka Employment Facilitation and Skill Development Society (RAJKAUSHAL) has been established by the department of employment. The main objectives of the society include various schemes for job facilitation and skill development of the unemployed youth. As part of it, various academies for high skill development are being set up under the banner of RAJKAUSHAL in compliance to the budget declarations of the state govt.

BUDGET ANNOUNCEMENTS 2007-08

  • AKSHAT Yojna 2007 (Graduate Unemployment Scheme 2007) 
  • The Hon'ble CM had made this announcement in her budget declaration of 2007-08. In compliance of this declaration, Akshat Yojana (Graduate Unemployment Scheme 2007) has been launched with effect from 1-7-2007 and upto 30.6.2008 about 37,886 unemployed youth have been granted the allowance disbursing Rs. Over 7.22 crores.
  • Reorganization of Employment Department

It has also been announced that the department of employment would be re organized. The department has organized a one day workshop for working out a comprehensive plan for reorganization of employment department. Steps are being taken on the recommendations of the workshop.

  • Skill Development Programme

As per the budget declaration, skill development programme for the unemployed youth is being taken up in collaboration with RMoL. With this, the idea is to enhance the employability of the unemployed youth.

  • Opening of School of Animation

It has also been announced that a School of Animation shall be opened in the state. The RAJKAUSHAL Academy of Animation has been opened in Jaipur at Khaitan Polytechnic premises and the same was inaugurated by the Hon'ble CM on 8-12-2007

BUDGET ANNOUNCEMENTS 2008-09

  • Opening of 7 new academies

The Hon'ble CM has announced that 4 Animation Academies will be set up, one each at Ajmer, Kota, Jodhpur & Udaipur. Besides, one academy of Automobile Design at Alwar, one academy of Draftsmanship at Bharatpur and one academy of Graphic Designing at Bikaner shall be opened. Action has been initiated and all the academies are in the process of being set up.

  • Eklavaya Scheme

In order to enhance the employability of the weaker sections of the society, the Hon'ble CM has announced the launch of Eklavaya Scheme for the persons belonging to Scheduled Castes & Scheduled Tribes. Under this scheme, the unemployed youth will be sponsored for skill training to the industries. The candidate will get a stipend of Rs. 1500/- per month for three months and the industry shall get Rs. 1000/- per candidate per month for three months. After the completion of training, the successful candidates will be facilitated with job placement in the appropriate industries.
